The following tables contain property tax information for Wisconsin cities, villages and towns.  The information covers property taxes levied in 2003 and collected in 2004.  The property values shown are equalized values established by the Wisconsin Department of Revenue.  The percentage change is the increase or decrease over the prior year.  Decreases in equalized value typically result from the annexation of property in towns by cities and villages.  

     Equalized values are used to determine the portion of county, school district, technical college and other levies to be paid by each city, village and town.  For example, county property tax levies are divided among all municipalities within the county, and school taxes are apportioned among the communities within the school district.  The local assessor estimates the assessed value, which determines how much of a municipality's total property taxes will be paid by an individual property owner.  The difference between the equalized value of property in a municipality and the sum of its individual assessed values is used to establish the "assessment ratio."  The ratio is calculated by dividing the total assessed value by the equalized value.  State law requires each major class of property in a municipality to be within 10% of market value once every four years.  

     The net tax rate shown includes school, municipal, county, technical college, state forestry, special district and tax incremental financing district levies.  The net levy is computed by adding all the amounts levied by each taxation district and subtracting the state property tax credit.  The net rate is obtained by dividing the net levy by the equalized, or full market, value of property within the municipality.  The increases shown are from 2002-03 to 2003-04.  The city, village or town rate shown in the table is the municipal-purpose rate for each municipality.    The rank shown in the table is the rank among the same type of municipality (i.e., 190 cities, 395 villages and 1,265 towns).
